The effect is very well done, it really look like it's a miniature version of the Eiffel Tower. Except for the top half of the tower , I think you shall not blur it...

as an answer to your remark; i think i need to blur the top half because it adds to the retro dark vibe i'm willing to portray, also if i do not blur the top half then i don't have a tilt shift effect ^^
