From first glance, this picture eminates a happy, carefree mood. Breezy and playful.
Since this is a fanart, originality is difficult. This picture doesn't really strike me as incredibly popping, But it is full of motion that makes it seem alive. The outfit is simple but good for the scene.
The ink job could have been neater and less sketchy. Sometimes the color bleeds outside of the lines. A touchup on craftsmanship would make this seem more proffessional. However, the shading is soft, perfect for the mood.
Just a note: what is she standing on? And where are her hands? I know the sleeves are covering them, put a peeking finger may have helped, especially for the far right hand. The sleeve seems too short to be covering it up.
