Both have their own risk. On the one hand if he attempts to blend in with the loading crews they might recognize that he isn't one of their own, on the other hand if he tries to take the civilian clothes he might get caught, not to mention the workers will ask what a civilian is doing in here. Still, since most of Shoubu's employees have those masks and goggles there is probably less risk if he goes with the trucks IF he knows their procedures

I say blend in with the loading crew. People are more likely to question a civilian than an employee.
