Well first you need the game xP Which is only available to the Aro'Kai team right now.

But you just draw an image of your marking on photoshop or something similar and with a little coding, put it into the game. It's very easy. If you're familiar with Impressive Title then it's pretty much the same way as their markings/presets are made. ^^
