The word on the pic is Hymmnos [link] used for Ar Tonelico games.
Since it's from game, for the dress i choose to make a kind of 'magical-fantasy-diva' *ahaha yes, kill me, i know i don't have any sense*
As for the background i decide to make it pure white with feather everywhere
