I use Photoshop. OTL I feel like my lines aren't very smooth though. I wish I had SAI. I miss having SAI.
I use the brush tool (lol)with the eraser tool to fix my lines. I'm not sure what you mean by effects though....

oh, well, it just seems sooo smooth, like kind of blurred but not too much.

Oh. Well, I just drew the lines, then copied them onto a new layer and blurred it like there was no tomorrow. Then adjusted opacity.
