Ah yes what you're referring to might be a combination of two factors
The first one lies primarily in brush strokes, where I'll blend and color pick until I get a result I'm satisfied with. Remember to follow the flow of the hair, plus mixing up the brush sizes helps a lot.
The second part could be the result of "chromatic abberation." Its an effect that some people like to apply for a subtle defocus. I learned it by following Ily Kushinov's tutorial here: Chromatic Aberration Tutorial
