On the Workshop
But I think it's one of the direct-rips from Halo 3 ODST
The Models from that Mod are a bit cleaner, feature better helmets and also have the faces of the characters
(So that you can have Buck or the rest of them)

Purely through Photoshop (the original picture in Garry's Mod was "dry" so to say)
There's multiple free brushes on the internet that include splashes and Rain drops (there's also PNG files that can be layered onto the picture)
The splashes were added individually on the surfaces they touched.
Done with the correct transparancy, some good filtering to give them the right colour and glow and the right placement on your main surfaces rain can look pretty good.
But I wouldn't underestimate the work itself. I needed multiple attempts before it lookes as it should
