Only two years late, but, they do talk. They move their mouths in games as they talk to each other, but they speak Hylian (which is very easy to learn) which is why we can't hear/understand them. And please, I'm cringing, Link doesn't talk because Nintendo wanted the player to be his voice, and also it's revealed in Breath of the Wild that Link doesn't talk not because he can't, but because he chooses not to for the reason of being constantly pressured to be the hero, so he just prefers to bear the burden silently.
