In the past it was like that for me, too. You need a dslr camera if you don't have one already and than lots of practice practice practice. Blur is usually caused by either too low light or too slow shutter speed.

Yeah my shutter speed is slow i know that for sure 
I'm going to get an actual camera in the begining of August hopfully. I'm stock-piling money. How much does a good quality camera usually cost?

If you are starting out the best is the Canon Rebel T3. You should consider a package so you can get at least two lenses, a memory card, storage case, etc. The Rebel T3 is easy to use and I started with that one too, took lots of great photos with it that are in my gallery.
I am biased with Canon but of course Nikon offers a similar camera too, although I'm not sure which it would be, you'd just have to research it.
I'd go with Amazon to get lowest price possible (and they ship fast), you're looking at $580 for the package. That's exceptional considering a single lens can go for that price, easy. (Like my Tamron zoom.)
