Unless they consider and use the following idea:
The Super Smash series has some clone fighters like Luigi/Mario and Fox/Falco. Perhaps a way to help solve the problem is to have an option to chose speed, balanced, or power. For example, instead of making Fox, Falco, and Wolf separate characters, they should be selected as one character. If the player wants to play as Fox, s/he will pick the speed option. For Falco, balanced. Lastly, Wolf is picked from the power option.
With that in mind, all 3 can be in the game and it should be possible because of the Pokemon trainer and how he has 3 different fighters.
