This is an extension page to the chapter cover.

Making the entire phrase saying: "The fire is burning in the wind. Thought that it went out but it's burning just the same."
Meaning that either Naruto or Sasuke (Maybe both) thought that Sasuke's fire had died out, but it's burning just like it always has, meaning that Sasuke might think he has changed and have been consumed by the darkness, but inside he's the same he has always been.

Do I need to explain further? I hope not ^^
Hopefully you get it, It was inspired by a song called 'Heartbeat' by 'The Fray' and I think it's a nice little illustrative phrase. I've seen Kishimoto do this sort of thing before, where there would be an entire page that was blank apart from one frame. I know it's probably to make double pages work out right, but I just felt like doing it this time around.
