In response to that poll-I created a simple M.S. Paint tutorial for the beginners there.I'll make more specific ones if anyone requests one.
Hope it's clear and informative!

Yes~
I have a Hanvon Painting Master(old model) and I've been using it for about 2 years now. ^W^
Although you can scan in pictures drawn by hand and use the free-form line tool for pictures similar to the ones drawn directly into the program. *S-Nova has some wonderful tutorials on that if you need further info.

I draw directly on the program. Because Microsoft paint is so simple, using a scanned sketch is pretty much impossible.
I drew the head with my drawing tablet. The actual process was building on top of shapes. (circles,ovals,curves,etc)
If you want to learn how to draw wolf head there are plenty of tutorials on both DA and youtube. ^W^
