Freddy is not on an Astral plane. There is no specific or explicit evidence of an Astral plane in the OG Nightmare on Elm Street movies at the least. Inb4 “but Freddy absorbs Souls (which is only after he kills them and doesn’t really prove that there is a specific Astral plane on its own).
Secondly even if that was the case it’s already implied that anyone can temporarily harm Freddy in the Dream World, and have consistently done so provided they are confident enough & other nebulous rules
