Probably Carnage. Neither DIO nor The World have any means that can kill Carnage (DIO's knives and The World's blunt fists wouldn't be more than a nuisance for Carnage's regeneration, which has let him survive and heal from being blown up into bloody puddles). However, Carnage could potentially kill DIO by targeting his brain like Jotaro did (a single punch to the skull from SP downright crippled DIO from the waist down and DIO himself mentioned that Polnareff could've killed him using Silver Chariot's rapier when he stabbed his brain, taking a symbiote sword right through the brain would do worse), and his symbiote could easily possess DIO and mutilate him from the inside. At worst, Carnage easily has the stamina to last until daytime and more than strong, ruthless and versatile enough to tear apart any cover DIO might try to use to hide from the lethal sunlight.

Tough call both of them have OP regeneration and don't have the means to kill the other so I guess Carnage could win by fighting DIO till Sun Rise.
