When Tony left weapons manufacturing to focus on other fields including helping the world as Iron Man, he left many of his weapons projects behind and unfinished, among those weapons were weapons that would be used against a green "threat". A threat that had a name. The Hulk.

When Tony left the weapons manufacturing, who took his place was Lex Luthor, who was not going to miss such a great opportunity, deciding to finish many of the projects that Tony left unfinished, including the weapons that would be used against the Hulk. With the help of the criminal called Ghost, Lex managed to obtain the plans for an Iron Man armor, deciding to create his own armor, but giving it his own touch.

Lex had already given the U.S. Army many weapons that would be used against the Hulk, guaranteeing that they would put an end to the Hulk... Or leave him weak enough to be captured and then try to brainwash him to use him as a living weapon.

Tony upon learning of this and the theft of the plans for one of his armors, called Superman to help him, because he knew what would happen would not end well and needed all the help possible, deciding to use a prototype of an armor that he would use against the Hulk in case of face him. Receiving this armor the name of Hulkbuster.
