I use prismacolor colored pencils, it's softer than a lot of colored pencils, that way it's easier to blend and the color comes out richer.
It's probably one of my favorite mediums to use

They're really great to work with.
The blending is done with a tortillon though, that's how it's so smooth.
You just have to really push down the color; don't be afraid of vibrance!
You can always dim it back down with white or put a white under-layer

Oh nooo those won't work for colored pencils, they're far too soft. The paper tortillon i use is really hard; it's basically really dense newspaper to put it in it's simplest form.
If you chucked a tortillon at someone, it can probably hurt

it's actually colored pencils, but these have a softer consistency so it's close to pastels, with just more control
