Well I just looked really closely at the reference pic and tried to copy it very closely, that's all.
I used Corel Painter Essentials 2, and the tools I used were the Digital airbrush, the Smear tool, the Blend tool, the Coarse Spray airbrush, and (obviously) the Eraser tool.
