I'm amused you kept the snow drift blur below the knees. Would have been fine, but instead of detailing her left leg and layering it over them both you went with another approach. /anothersadface
I'm vary excited you went back and remade this drawing. Your growth as an artist in improved realism is clearly seen. Whether it's skill or plain intended art style change, she comes out as less of a flawless portrait and more of a living character in a novel of righting old wrongs and the end of a tyrant. The magic effects look great. Love that wind blown fire.
I didn't really go into much detail on the work itself, sorry! I'll get around to looking at the past few dozen artwork I've missed sometime...

I think there should be even less details below the knees, actually. The lower body should be darker, or middle body lighter. Everything looks a bit imbalanced...
