I really like the effect in this particular image because shooting a work of this kind on a rainy and very cloudy day would never give you an image that you would like to frame.

Yes it really gives it that toy miniature set look, I've played with that filter a little bit but never got something that looks like this, I'm guessing being high up and using really is where this filter shines

You can achive this effect with some 2 quick photos, and tone mapping . . .
