I like a lot of this. It's a cool concept.
A little more consistency in the execution would sell the image a bit better.
The figure has a manga/cartoony style, but the photographs you used in the background are too real looking. The contrast takes away from the focal point and weakens the overall style.
It looks like you used Render/clouds in an overlay layer on the buildings to add some grunge. It's too noticeable (and visually repetitive) to be effective. Texture in smaller areas at a time, and use different textures for the different building materials.
The white stone on the building comes down to the exact same point as the basketball pole starts (the baseline of the court). That can't be right. Looks kind of like an MC Escher optical illusion.
And this is nit-picky, but while her pose looks kinda cool, why is she standing like that? At first, I thought she might be leaning on her spear, but the tip is not touching the ground, so that's out. Are her wings super-heavy? Scoliosis maybe?
In any event, I like the pic. Love the band-aid, and her hands and pants look terrific.
The basketball court was a clever setting too.

Thanks for the critique, there are a lot of little things in the painting that are a bit off, but it was done as a senior studio project so I didn't have an opportunity to fix things. I'd like to go back and redo or fix some of the stuff in the background some time in the future. We'll see if I get the chance. Anyways, thanks for the comments and compliments!
