This design is based on the beta-Data that was recently found in the demo-Versions of Pokémon Gold/Silver.
I don't really understand what this evolution line is based off of. To me they look a bit like Nessie...

It actually resembles the Plesiosaur, a dinosaur that lives in water, which is most likely the inspiration for Nessie. It also has some of Dragonair design, like the white horn and the gem on its neck.
