Yes, NON-FREE members can use in their deviation descriptions. Just find it in the emotes using "Add Media".
I have tested it and the best way is by using the keywords dot. You can always just type in my name to find all the resources that I share but it can be a lot so using at least one other keyword will help narrow them down.

Of course it does, I already have some in the description here. 
Just I do believe when it comes to thumbs, there is a limit to how many you can use for them to actually show right.

hm, I see. but the thing is I have pasted the thumb code in my submit descriptions and nothing happened, it just stood there as the code. but ok, I guess we need to be premium now to make thumb codes work in submit descriptions.

No thank you because they don't need to be plz. You are able to use thumb codes now even without the premium membership. Also if you was to put onto a plz they would be very large and still not look right if used for listing since for the plz you need the 50x50 size.
Thank you for asking, but I would rather my stuff be kept to my gallery own and NOT turned into a plz of any kind.

Comments no of course not because thumbs don't work on comments, never have to my knowledge or in signatures anyways, and again if you was to put on a plz it would not look the same as they do with with DA's bullets. It would put much more space between your 2 lines for example for your sig. It does work on your profile and on journals, both codes. So if you say it is not working for you, you must be forgetting something on the pasting because I have tested myself on my other account (a free one) of course and I see them just fine.
Look at Prim's profile, at the bottom of the ID box. The bullet is there, with both codes and I see both. [link]
Also I did a quick journal just to test again and I see them there too. [link] It just fits better on alignment using the img src code instead of the thumb but works regardless which you prefer.
