Which, given that California has stricter emissions laws than the rest of the country, makes sense.

Doesn't make sense though, since those old cars were built with no smog control, so how is someone supposed to drive an old car when it can't pass a smog inspection? Like cars from the early !900s that have only one taillight, perfectly legal since thats how they were built. I guess I don't understand California's effed up laws.

It only applies to cars made from 1976 onward and cars have to meet the smog rules for their year of manufacture.
