it`s simple, open Photoshop and

1 step ) you have first layer with image
2 step ) duplicate first layer
3 step ) blur second layer ( with gaussian blur - "Filters>blur>gaussian blur" set number what you like )
4 step ) Take the eraser tool with soft brush and erase Some part of your image ( this aplicate on blured second layer)

and thats it
