Commissioned to be a tattoo... I kinda get where the quote is coming from, but I personally think both the time and the person that matter.
This is a transcription done in Loren Sherman’s fan made script inspired by the ‘Gallifreyan’ language from BBC’s doctor who. Here is a link to a video explanation of how this artwork actually says stuff!
