You can only use this effect of "Brotherhood of the Fire Fist - Dhokou" once per turn. Once per turn: You can send 1 face-up "Fire Formation" card you control to the GY, then target 1 "Fire Fist" Synchro Monster in your GY, except "Brotherhood of the Fire Fist - Dhokou"; Special Summon it.
As for the name, it translates into "Research/Investigative Flame Star - Dhokou", however I'm not familiar with the 108 Stars of Destiny so not really sure what character this is based on. Checking Wikipedia for a list, this one is likely Mu Hong (#24) as the kanji matches with this.
Animal-wise, IDK either (they're usually portmanteaus based on the hero they're derived from + animal in Japanese. Looks like a wolf, though we already have one and normally they don't repeat animals [though there's a first for everything]).
