Based on Claudya Schmidt's tutorial. I had a bit of trouble with this. All the elegant swoops and jagged shapes to denote wolf-fluff just didn't look right when I did them. It was only after I started to stack up all the different fur colours that the piece started to look halfway acceptable. And even then that didn't quite work until I used GIMP's 'fade tapering' brush dynamic with the graphics tablet. Set the fade length to percentages between 2% and 7%, made sure that each stroke ended in a bit of a curl, and eventually the whole started to look suitably lupine.
