It's a catwalk (is catwalk the right word?) on a hill and should sign the expected sea level in the year 2050 or so.

I'm not really a fan of the hdr hype, but the chip of my cam couldn't record the shadows and lights at the same time of this motive - so I made an hdr.
That's why this strange effect appears in the clouds.
