There's a certain "Alas poor Yorik" feel to this. Perhaps he's thinking about or remembering moments of the previous wearer?

Yes, the last Ashkhan was able to subdue Ashiran through force, thus Ash respected him greatly. He felt a great sense of loss when the Hortator killed his former Ashkhan on Ash Mountain in Stonefalls.
So, yes. The 'alas' look to this is completely intentional.
