Yeah, thats because some are fanmade and some aren't.  I don't think it matters too much unless you are doing it for a commission.

Paint Tool Sai doesn't even have an Animation thing.But both GIMP and Photoshop has.

Yeah.  I use photoshop.  I have a mac, so Sai isn't even an option, although I have wanted to try it for a while.  Maybe some day
