Ooh, I like it. The more "anime" style witches always seem to be spilling out of thier shirts, so this design is a breath of fresh air for me. I also really like the little details of her magic, makes it look fantastical but somehow grounded.

Those leaves under the hat - look great, excellent concept. Along with her staff they leave no doubt she is a creature of the forest. Quite practical too: if your hat is too big for you - put some leaves there and see how well it fits now.
Speaking of being practical: don't you think that in the woods that kind of hat can be a pain in the ass? With all those low hanging branches you'll end with your hat spending more time on the ground than on your head. Some chin strap would be nice, military helmet or hard hat style. Unless she is in her formal hat, casual hat being totally different thing.
Anyway, another pretty fantasy girl to my grim dungeon... errr... collection. Thank you!
