Hm just one more Question: The Alpha you use for the small scales has only 1 scale or? So how do you do that the scales can overlap (without seeing the one below)? (Thats a problem i try so solve since some time)

Search on zbrushcentral: Tileable texture/alpha. You make 1 mash(scale, ring etc.) and make with zbrush tileable alpha.
