hey man sorry for the late reply
basically i made a bunch of circles. for the outer rings i just cut circles out of larger ones. each ring was on a diff layer, and basically play around with vector brushes in each layer selection. also i used the circular marquee tool and put it on stroke or outline or whatever its called. and lots of splatter brushes
