Description

Occasionally a leader arose charismatic enough to unite the various mountain tribes and declare himself king-on-the-mountain. These were always bad times for the small elven clans that lived surrounded by the hostile orcs. Usually, they could deal with the small raids by uncoordinated bands. But they were no match for the mountain tribes united under a competent leader. At such times, there was no choice but to pay tribute to the ‘king’ and wait for the orcs’ inevitable squabbling amongst themselves to begin again.

Tribute to the king traditionally took the form of silver. But when elven silver ran short the ‘benevolence’ of the king allowed the shortfall to be made up with ‘elf-flesh’. It was a cruel, but effective tactic. The king knew how mightily the elves would strive to avoid such a sacrifice, going to great lengths to provide silver, even resorting to mining the stuff, like rock-loving dwarves. But if the king could hold his alliance together for years, it eventually became impossible to find sufficient tribute of silver, and elven maidens would need to be provided in its place.

There were always a few who called for resistance; the young and impetuous, but it was not a truly viable option. After all, to deny the king would bring death and destruction upon all.

It was best to simply not think too deeply about what became of the tribute.
