花舞ヒ鳥酔フ宴或 是送春迎夏ノ佳宴ト為A flower dances, and there is the banquet whom a bird gets drunk on.
This is the banquet who is pleased with arrival of summer while regretting that spring passes. ^^

Wow, this looks fantastic. The detail put into it really helps the whole image; I particularly like the outfit designs here. The way the clothing and their hair appear to be moving gives this a good presence too.

I think I get the concept a bit but I'm a bit confused with the "whom the bird gets drunk on" part has it got something to do with what they're wearing?

A bird drawn on a kimono doesn't get drunk on this. ^^
There are the clearly different four seasons in Japan.
Therefore, birds flying in the sky grieve in parting from spring. However, they expect pleasure of forthcoming summer from now on.
Therefore I seem to get drunk.
bird and a flower and a person...
All people living with nature feel in that way.
