Fanart for the wonderful All I See Are Stars by Momma-Ran , where Bill is in a human body, but blind. Also, his freckles are supposed to glow, but I don’t know how to pull that off, so... Fixed it, thanks Momma-Ran c:
I made Bill a mix of their description and my own design, hence the heterochromia and stuff.

Don't worry about mixing our designs. Literally everyone who draws AISAS Bill does it. I'm considering making it a theme, to be honest. 
What program do you use to color? Its usually just a matter of duplicating the layer and then blurring it to make it look like a glow. Sometimes lightening the glow layer makes it look better too.
