Studied from page 16 or 17 (page number obscured) of Hikaru Hayashi's, "HTD Manga - Bishoujo Around the World". The technique is actually easy when you start to get the hang of it. It's just a matter of making flashes - feather-to-black from both sides of the high light. The hard part, then, is in the set-up. That is planning the locks and how they will flow. That isn't exactly difficult, but it does call for one to take a minute of thinking before inking. It may also require studying hair-do references until one can draw them well from memory and create one's own.
