i believe that they're referring to the english pre-punk culture - beatnik teens that wore suits, listening to jazz, and rode mopeds. oh, and did drugs at night clubs.

you should check out a movie called SLC Punk. it's about the early punk sub-culture's, and they describe the mod scene pretty accurately in there. plus, its a hell of a good movie.
just don't let your kids see it, haha.
