Just to clarify, this isn't a picture with someone wearing a contact lens. I made this in Photoshop about 4 or 5 years ago.
It was pretty easy to do. Just make a selection over the iris and adjust the color with Hue/Saturation. Then make the sharingan design in another layer, put it over the eye, and play around with the blending and opacity a bit.

What do you mean? How do you know that these are contacts. Seems hard for someone to make eyes that bright shade of red. And if you do know of Sharingan contacts, please, tell us all where we can get some.

there not just colored they print them on in some weird way and can be used for up to one year

search for 7mm contacts. They make sharingan contacts of all sorts ranging from sasuke, kakashi, itachi, and even an original all blue sharingan. They even have an orochimaru, kyuubi naruto, and hyuga clan set of contacts.
