Quick Background:

Kai-lan was a failed clone of Goku and Vegeta. created as a weapon to compete against the Red Ribbon Army by a mysterious military group. Found laying lifeless in a clone pod by Bulma and Vegeta by accident. since they were looking for the dragon balls they decided to try wish him back to life. but Shenron failed in doing so since Kai-lan had never had a soul to begin with (being artificial) At the same time a 6 year old Gouken (Goten and valese's son) was suffering from too much energy (caused by Guardian chaos being absorbed into his body). the kaioshin got involved and they transferred some of goukens life-force (ki) into kai-lan bringing him to life.

3 years later, kai-lan never got along with people since he was the only human (Saiyan but referred to as a human) with a tail and a rumor going around about humans with tails transforming into giant monkey demons (thanks to Emperor Pilaf and co), he was bullied, assaulted and shunned by other humans, one night looking for his brother Gouken he was caught and physically abused by a gang, who was curious to see if the rumor was true, made Kai-lan look at the moon. thus causing the genocide of west city. as that occurred the remaining warriors were battling Gouken combing his super saiyan power with Guardian chaos, and eventually killed them. (goku and vegeta left for a final battle in space while this happened)

Kai-lan after returning to normal was chased out by the few surviving humans back to his home, finding his brother Gouken with his mother and fathers corpses (Goten and valese adopted him) beneath him gouken told him that humans were nothing but monsters and asked Kai-lan to join him on his conquest for Power and Destruction. after refusing to join. Gouken scarred kai-lans chest with a ki blast So he could remember this horrific night. thus disappearing. After Gouken disappeared, The remaining humans caught up, finding Kai-lan alone with Goten and Valese's dead bodies and assumed he killed them. chasing him off into the forest whilst burning the house behind them.

Kai-lan would spend 4 years alone in the wilderness. Surviving by Adapting to the wilderness and stealing. He was also hunted down as game by hunters. Kai-lan was labeled as the Great Demon of West City.
The Kaioshin watched as Kai-lan was slowly turning towards hate and violence (Goukens plan all along), failing in trying to help Kai-lan themself's, suddenly found help from Queen Serenity (following the Energy trace left behind from Guardian Chaos) claiming that one of her daughters guardians could help him (Princess Venus) being the Goddess of love and all.

So then every night when asleep kai-lan would end up on the Moon Kingdom, eventually meeting Princess Venus. Distrusting and shying from her at first, Kai-lan would eventually open up to her, she would teach him all sorts of things thoughout the years, how to Speak read, write and what love was. Ironically he eventually fell in love with her, creating a bond. (Saiyans in this universe can create mental bonds, only able to fall in love in the one person they bond with. (more details will be explained later)
Kai-lan at the age of 11. Would witness the coming of Queen Beryl as she led an Invasion on the Moon Kingdom. Queen Serenity stopped sending Kai-lan back the the moon kingdom for his safety. Not able to see Princess Venus anymore he declares to find her training himself to become stronger.

Gouken returns to Earth a few months later after these events. Saw his plan to turn Kai-lan evil had failed. Kai-lan still weak from little training failed to protect the earth as Gouken destroyed it. The Kaioshin grabbing Kai before he got killed . he would spend the next few years training with the Kaioshin and meet and train with Beerus and Whis.
At the age of sixteen Kai-lan would complete his training and left to start searching the universe for Princess Venus only to be caught tortured and experimented on by Gouken, trying to perfect a way to combine both the Oozaru form and the super saiyan form, he eventually Came up with a formula, injecting it into Kai, He created a failed version the Oozaru Mutation form. after a few months trapped on his ship, he managed to escape , but eventually ended up fighting his brother only to fail to him once again. Sailor Pluto watching the events occurring decided it was time and brought him the her universe....
