This is our old friend Nicole, based on his appearance in the recent Ballerina Mafia strip: [link]It's presumed that BM takes place in the "future" of Concession, if you assume that Concession is actually a few months in the past because it's been stuck in the same day for a while now. Thus, it was time for Nicole to get a new color and hairstyle.
The outfit is mostly based on the uniform for Outback Steakhouse waiters, although I don't think they ever do skirts. Normally, Nicole doesn't like skirts, but it tends to get him better tips.
I'm not so sure on the shoes...
