I wouldn't go that far. I don't think that Gray is in love with Juvia at this point. But he likes her (otherwise, he wouldn't bother spending time with her), cares about her well-being, and protects her. Perhaps, he's starting to realize that his feelings for her are becoming a bit deeper and more three-dimensional but he isn't at that place of love yet. He's getting there though.
