Wow!!! That's amazing! Garrus looks so... Like he should. You got all the details down to his mandible-jaw-teeth things perfect! Turians must be really hard to do so well, considering all the detail they have in just their faces. Great job! Plus FemShep looks awesome with a long braid like that, though, why's she wearing asari diplomat clothes? lol

The first important use of a layer is that if You screw it up, You can always delete it and start over - which means erasing just a portion of the whole picture and not the picture itself For example, when I start shading, I always do it on a different layer, so if it goes wrong I can use eraser and wipe it out
Second benefit is the transparency (Opacity and Fill) and style of the layer. I don't know exactly how the different styles work, but there are multiple options of making them "react" with one another - for example, using a layer with a black-white pattern on a grey background, when the B&W one is set to "lighten" will only make the white ones visible. And so on and so on. It's always fun to play with the effects of the style
Third is modifying one layer only. For photomanipulation it's quite important - let's say I want to paste a horse onto a photo of a field. Horse photo was taken in the evening, so it's basically orange'y and the field was photographed in the morning, so it's a little rosy. What I want is to "recolour" the horse, so it fits the background. I do it using a simple "Hue/Saturation" effect applied to the layer with the horse only.
I'm sure there are lots of many other uses - those are just ones I use most often
