An easy way to make a tiny rose would be to get a 5 petal scrapbook punch, the tiny one-dollar size (they have them in a bin at Michaels) Cut several and stack them on a foam pad, then indent the center with a wooden skewer, and fold the stack in half, then lay the wire on top and pinch the base of the flower around it. That's how I make baby's breath out of gumpaste. I have a feeling you'll have more people asking for those figures and you'll have to make more tiny roses, those figures are really fantastic!
