Developed in the same vein as the AT-IC, the AT-TL was intended for the role of self-propelled Artillery, as part of the increasing standardization efforts in the rapidly disintegrating Empire. Out of an effort to save on resources and manufacturing, walker types were to be limited to the AT-AT and AT-ST chassis, with the Clone-Wars vintage Juggernaut and AT-TE seeing decreasing service on Outer Rim worlds.

Mounting a single XX-9 Turbolaser in a rear-mounted turret, the vehicle, though produced in limited numbers, proved a valuable asset in Rimworld campaigns or areas with unstable ground where fixed emplacements could not be mounted.
