You should take down all the deviations using images you didn't create yourself, otherwise they'll just get reported and taken down.

A lot of other people do these kinds of deviations and she created the caption over an image, isn't it just like memes?
I'm sure people won't have a problem with it and report her, because it's just another version of that one picture on icanhascheezeburger, a lot of people do it, just search ANYTHING and you'll find one. If you are so caught up about these kinds of deviations then go try and find them all.

Just because other people do them, it doesn't stop it being against the rules. dA is a place for art, not internet memes.
I've already reported her anyway.

However it could be classified as appropriation, depends on what you consider art. And have you noticed that even though other people do it and it's against the rules, they aren't reported or their deviations are taken down. Honestly I don't think that dA is THAT bothered to do so.

What is the artistic merit in taking a picture you didn't make yourself and adding a silly caption on a website, not even in any kind of art program? Even if you did it in an art program, that wouldn't make it artistic. It's considered art theft because you didn't make the original image yourself.
Plenty of people are reported. Just between the amount of people who do reporting and the admins who deal with reports, it's impossible to keep up with all of them.
Just look at the faq FAQ #8: What does deviantART consider to be Art Theft? and you see it is against dA's policy. Just because not everyone has been caught yet, it doesn't stop it being wrong.

Some people have WAY too much time on their hands. It seems that there are too many rules to enjoy a simple picture these days. Whatever you consider artistic, you can post that on your own page, just stop posting rude comments on other peoples space, this is hers not yours and you can go show many other people faq #8 if you want, I believe that this image is solely of the purpose of entertainment.

Informing someone of the rules is not rude. In fact, repeated breaking of the rules can lead to suspensions or bans, so by informing them I'm trying to stop that happening to them and being helpful.
I have no problem with the image itself. I have no problem that it's for entertainment rather than art. My problem is that it breaks the rules of this particular site when there's tons of other sites available to post this kind of image on.

I'm not saying that informing others about the rules is rude, I'm stating that the particular way you go about doing so makes you quite rude. You may not think of certain things as artistic, fine by me, but others may think so and stating that their work (artistic or not by your standards) is not artistic in the slightest could really offend someone.
As much as informing people of rules is important, stating your opinion of it would have been nice before dictating her to take it down.

The easiest way to inform people I've found is to link them to the FAQ and explain specifically what rule they are breaking. It's clear and directly to the point. There's no point in critiquing or praising a piece when it doesn't contain material they didn't make themselves.
Comments afterwards vary depending on what the person replies and if I feel the need to reply at all.
In this case, I felt it was clear cut that this was not an artistic piece. There was no effort. The picture is not their original piece, it's just a shot from a TV show. There's no message. There's no concept. It was intended to be for entertainment, not art which is suitable for ICanHasCheezBurger but not for deviantART.
