It could. The spells aren't actually gender specific (and he could be using heightened spells *shot for D&D nerding*).

Well usually 1st levels spells like sleep, charm, color spray, etc dont work well on higher level characters, whats what Dominate person is for

Sleep and color spray, yes, but charm still works. It's how it's worded that may seem like something that can easily be dissuaded and not work in a given situation. XD Not to say that Charm would actually work in this given situation (it only improves one's attitude toward you, it doesn't make them move), just... yeah.

Yeah, you cant make them do anything they wouldnt normally do, and of course I keep all the fire spells for Sergoth, he was so fun to play in D&D burning everything
