ok so heres some advice!
gravity naturally pulls fur down especially when the tail is pulling upwards against it 
and as the tail goes down the fur gets pulled down with it suddenly so it kind of trails behind 
now i can tell you right now you have almost all the correct frames but they are just backwards
what you have is the frames where it goes up should be going down and vice versa
heres my versions of a tail wag so you can see what im trying to say
