So I decided to make a small little gif with this.. original his sockets were going to be pitch blackbut I said "naahhh naaahh"

Step 1: Draw your Sans!
Step 2: Export the Sans with a pitched socket.
Step 3: Add a new layer and create his glowing eye..set the opacity to a low sighting then export that file.
Step 4: Now just set the opacity of the eye to 100% and export that file.
Step 5: Open GIMP and start with your first Sans file.
Step 6: Duplicate that file as many times as you want..then open the second frame as a layer..and so on!
Step 7: Duplicate and arrange the files once you've done that go to filters, animations and click play!
AND BOOM A Sans eye gif!
If this didn't help I can simply make a tutorial!
